“Charles Norman Payne, 38 of Germantown, died Thursday, February 21st at his residence. He was the husband of Angelica Payne. Born March 16, 1980 in Takoma Park, MD, he was the son of Betty J. Payne of Germantown and the late Norman E. Payne.

Charlie was a maintenance employee for the city of Rockville and enjoyed freehanding sketches and paintings in his spare time. In addition to his wife and mother, surviving are his sister Christine Payne and her fiancé Kriston Myers of Damscus; sister Jennifer Andrews and her husband Louis Andrews of Germantown; and sister Jeannette Zelaya and her husband Mario Zelaya Sr. of Westminster. Also surviving are seven nephews: Anthony Andrews, Arron Payne, Devin Andrews, Mario Zelaya Jr., Corey Andrews, Delano Myers, and Marcos Zelaya; six nieces: Alissa Payne, Vanessa Zelaya, Veronica Zelaya, Jessica Zelaya, Christina Myers, and Kayla Myers; five great-nephews; and two great-nieces.

A time of gathering will be held on Tuesday, February 26th from 6 p.m. to 8 p.m. at the Molesworth Williams P.A. Funeral Home in Damascus, MD. Funeral services will begin at 11 a.m. on Wednesday, February 27th at the funeral home. Interment will be at Parklawn Memorial Park in Rockville, MD”.
