Donna Ann Starkey 74, of Mingo Jct. , OH departed this world for heaven on October 12, 2018 at home. She was a devoted and loving wife, mother, “nanny”, sister and sister in law.

She was born July 23, 1944 to the late Raymond and Betty Harris. Also preceded in death by her son Don Rouse Jr, brother Ben Harris and sister Delores Rouse. Survived by her husband of 44 years Vernon “Larry” Starkey, three daughters Tina (Gary) Starkey of Mingo, Janie (Tim) Blocker of Wintersville, Amber Starkey and Josh Chafin of Weirton, one son Lorne (Donna) Rouse of Mingo, ten grandchildren, four great grandchildren, sister Kathy (John) Carter of Florida, one brother in law, one sister in law, and numerous nieces, nephews, cousins, and her extended family at Restoration Church, Steubenville.

Viewing will be on Wednesday October 17, from 4 -7 at Restoration Church 108 Phillips Ln. Steubenville, and again on Thursday with committal service at 11 am with Pastor Gary Lilly officiating. Monatary donations may be made to the Restoration Church.
