He was born March 15, 1965 in Morgantown, and is a son of Alvin & Elizabeth Josephine Lewis Kisner of Morgantown, and a brother of David Kisner of Preston County. Per his request, no services will be held and he will be cremated.

Arrangements are under the direction of Smith Funeral & Cremation Care of Westover.
