Ruth’s Obituary Ruth Ann “Billie” Stauffer, 79, of Chillicothe, passed away Tuesday afternoon at her home, following an extended illness. She was born in Chillicothe, Ohio on November 21, 1939, to the late Ernest Vincel and Blanche Lucille (McCoy) Herman. On September 15, 1958, she married Ronald Eugene Stauffer and together they shared over 53 years of marriage until his passing on March 21, 2012.
