He was born January 1, 1969 to Thong Say Phengmany and Vanh Kham Phengmany in Luang Prabang, Laos. He was preceded in death by his parents; brothers, Thong Chanh Phengmany and Thong Samouth Phengmany.

Thongsouk is survived by his uncle, Dennis Vilayphone; siblings Thong Leuane Phengmany, Vanthong Vongkingkeo, Thong Vanh Phengmany, Thong Savanh Phengmany, Thong Savacth Phengmany, Vanh Ngeun Phengmany, Phai Vanh Phengmany, and Vanh Vilay Phengmany. Visitation: Thursday, February 28, 2019 and Friday, March 1, from 9 am to 8 pm. Traditional Buddhist Service: 1 pm, Saturday, March 2, 2019, all at Reflection Pointe Funeral & Cremation Services, 3201 S.Webb Rd.
