Weldon was born March 8, 1935, in Bowie County, Texas to Clyde and Lois Gibson. He was a graduate of Texas Tech University, a Christian and a member of the Atlanta Church of Christ.

Hoot retired after 33 years as a Civil Engineer for TXDOT, and then started another career working for Koch Material for 22 years.
