Wiley Horton “Joe” Mullins, 93, of Hot Springs, Arkansas, passed away December 20, 2018. He was born February 8, 1925, in Camargo, Tennessee, to Wiley Herman and Gracie Lee Avis (McCown) Mullins. Wiley joined the U.S. Navy at age 18 during WWII and served as a seaman on a landing ship for tanks.

He retired after 20 years as a chief petty officer. Wiley then began a 20 year Veterans Administration career as a shop foreman at Fort Roots Veterans Hospital in North Little Rock.
