He was born on January 12, 1932 in Corning to the late Everett and Vestal (Watson) Carter. Billie was of the Baptist belief and worked as a carpenter.

Billie was preceded in death by his parents; five brothers; six sisters. He is survived by his loving wife Ruth (Crow) Carter of the home; two daughters: Pat Brown, Kathy Robinson; grandchildren: Angela (Randy) Pugsley, Stacy Mullins, Mike (Lisa) Brown, Dora (Brad) Williams, Scottie Robinson; great- grandchildren: Christopher Mullins, Dereck Mullins, Anthony Robinson, Rebecca Cravens, Brandon Pugsley, Jacob Pugsley, Kailee Brown, Adrian Brown, Christian Brown; great-great- grandchildren: Landon Pugsley, Noah Pugsley, Lily Pugsley, Hunter Cravens; along with a host of other special relatives and friends. Visitation will be held on Saturday January 12, 2019 from 6:00 p.m. until 8:00 p.m. at the Mitchell Funeral Home in Paragould.

Funeral Services will be held on Sunday January 13, 2019 at 1:00 p.m. at the Mitchell Funeral Home Chapel with Jerry Roush officiating. Burial will follow at Providence Cemetery at Lafe. Those who wish may sign the online guestbook at www.
