She was born in Savannah, Georgia on July 4, 1978, the daughter of Kirk Wayne Thigpen and Martha Sue Simons Thigpen. Ingrid earned her Undergraduate and Graduate degrees from Georgia Southern University as well as her Specialist in Education degree in School Psychology.

She was employed by the Douglas County School System as a School Psychologist.
