James “Smiley” Wesley Carter, passed away February 5, 2019 in Columbus, Ohio He was born January 19, 1957 in Culpepper, Virginia to the late Mary Carter James is survived by his caring daughter, Letitia McGowan of Phoenix, AZ; his grandchildren, Nigear Morgan of Columbus, OH, Ty’Lee Marshall of Phoenix, AZ, Ciara Traylor, and Zaria Morgan; his siblings, Frank (Shirley White) Carter of Columbus, OH, Roger Carter of Culpepper, VA, Harriet Walker of Columbus, OH, and Elizabeth Carter of Richmond, VA; his aunts and uncles, Daniel (Warzetta) Carter, Elsie Jackson, and Mary McNair; his cousins, Ernestine Jackson, Deborah Carter, James D. Carter, and William P. Carter; and a niece, Janett (Tim) Brown, along with a host of other cousins, nieces, nephews, aunts, uncles, family and friends He is preceded in death by his loving wife, Vicki Bowman; his mother, Mary Carter; aunts, Mildred Newman and Martha Carter; and an uncle, William G. Carter James was an avid fan of the Washington Redskins. He made everyone smile, laugh, he loved to dance, playing cards, and family time.
