Julia Teresa Edson-Batt was born on December 4, 1957 in Santa Cruz, California, the daughter of Grant Wilbur and Phyllis Ann (Broux) Shank.

She graduated from DMACC in Boone with her AA degree and continued her education to Iowa State University where she graduated with her teaching degree.
