Mr. Victor E. Neal Sr. retired correctional officer for the state of New York, transitioned peacefully on Saturday, February 9, 2019 at Sentara Careplex in Hampton, VA. Victor was born in Brooklyn, NY on June 13, 1947 to Quenzo Neal & Maggie Williams. He was educated through the Amityville, NY public school system.
He later graduated from John J. University of Criminal Justice located in Queens, NY. Victor was a devoted father and grandfather. He enjoyed fishing, cooking, and traveling up and down the East Coast.
Victor E. Neal started his law enforcement career with the NY Department of Corrections in 1972, working in various facilities throughout NY. In 1976, he became apart of an elite six-man unit working for the inspector general. He went on to become the first black deputy inspector general for the department, opening the doors for many black officers to soon follow.
Neal’s duties included the apprehension and transport of many high-profile criminals throughout NY and various states in the country. He then retired from the department in 1998 after receiving an injury in the line of duty. Among many other things, Neal was also involved with the Newport News Peninsula Read Program, he was a member of the American Legion Post 67, and he was an active member of the Crystal Lakes Condo Association Board.
He will be deeply missed by his family, friends, and all who knew him. Neal was proceeded in death by both parents, Quenzo Neal, of Amityville, NY & Maggie Williams, of Hampton, VA, sister Jerald Joyner, of Hampton, VA and daughter Narita McCain, of Durham, NC. He is survived by his partner Gwendolyn Glover, of Hampton, VA; his siblings, Zelma McNair, of Elmont, NY, Clarence Williams, Jr., of Chicago, IL & Pamela Neal, of Brooklyn, NY; his dearest aunt, Jessie Walker, of Brooklyn, NY; a special cousin, William Medlin, of Queens, NY; & his children, Kimberly Neal, of Lawrenceville, GA, Cynthia Neal, of Knightdale, NC, Victor Neal, Jr., of Amityville, NY, & Nigel Neal, of Durham, NC.
Also, surviving grandchildren Shana, Kyanna, Shamrki, Amonti, Addison, Services will be held 1:00p.m. Saturday, Febuary 16, 2019 at C.C.Carter Funeral Home, Inc. by Elder Roddrick Jenkins. Graceyn, & Jaxon; and a host of nieces, nephews, family & friends. He also leaves to cherish his dear fishing crew, American Legion brothers, and the Mur’s Pub family.
It is the desire of the Neal family that you keep them in your thoughts and prayers. The family of the late Mr. Victor E. Neal has entrusted his final care to the staff at C.C. Carter Funeral Home, Inc. A funeral service is scheduled for 1:00 p.m. Saturday, February 16, 2019 at C.C. Carter Funeral Home, Inc. Reverend Roddrick Jenkins will be officiating.
