STARR September 6, 1925 – February 1, 2019. Born in Chelsea, Massachusetts; Bill attended Boston Latin School, received an undergraduate degree from Northeastern University and a Masters of Chemical Engineering degree from the Massachusetts Institute of Technology. Bill served in the the US Army from 1944 through 1946, earning a European African Middle Eastern Theater Campaign Ribbon, Good Conduct and Victory Medals, and a Distinguished Unit Badge.

A year after discharge, Bill met Phyllis in 1947, married in 1949 and settled in Wilmington, Delaware. A distinguished career with Mobil Oil Company followed, culminating with managing the company’s Technical Training Department. That position enabled he and Phyllis to travel the globe on business and pleasure.

Bill retired in 1984 to Ormond Beach, Florida. Bill served as President of Temple Israel from 1994 to 1996. He is survived by his loving wife Phyllis, sons Jeffrey ( Ellen), Gary (Cheryl), grandchildren Michael Young (Adriene), Rachel (Lenny) Vaisman, Abigail, Jesse, Debra and Lindsey Starr; and six great grandchildren.

Donations in Bill’s honor may be made to the Jewish Federation of Volusia County.
