He was born on November 12, 1934, in Oroville, California, the son of Jessie L. and Clara E. (High) Owens, who preceded him in death. In 1941, Donald moved from California to Missouri where he received his education.

For several years he resided in Kansas City and worked as a carpenter. In 1973, he moved back to Barry County to make his home and enjoyed being a self-employed farmer. Cremation arrangements are under direction of Fohn Funeral Home in Cassville, Missouri.
