He was born on January 29, 1951 in Ciudad Acuña, Coahuila, Mexico. He was preceded in death by his wife Maria E. Beltran; his parents Reynaldo Beltran and Aida (Torres) Beltran; two brothers, Javier Beltran and Gerardo Beltran.

He is survived by two sons, Francisco R. Beltran, Jr., and Orlando Beltran, and two daughters Yvonne (Nathaniel) Beltran-Lexvold, and Aida Yvette Beltran. He is also survived by his three granddaughters Mariah Rivera, Adriana Rivera, and Natalia Lexvold. Memorial service will be held at 11:00 AM, Wednesday December 12th at St. John Baptiste De La Salle, 20 2nd St. NE in Dodge Center, Minnesota, with Fr.
