Richard was born July 25, 1943, in Milwaukee, WI. He married Florence Ramlow on February 17, 1962, in Milwaukee.

Richard entered the United State Air Force and served as an E3 with the 1909 Command Squadron. He was honorably discharged in 1967 at Andrews Air Force Base in Maryland. Richard worked for a number of years for Wisconsin Electric in Port Washington and later at the University of Wisconsin–Eau Claire power plant until his retirement.

Survivors include his wife of 56 years Florence and his children Richard W. (Anne) Brown, Jr. and children Emily and Eleanor, Gary A. (Myla) Brown, Lawrence S. (Barbara Wagner) Brown and children Jacob and Autumn, Patrick A. (Dorothy) Brown and children Logan and Jonathan, Shannan M. Brown and children Eliese and Dominic, and granddaughter Kristie M. Brown. He was preceded in death by his son Terrince J. Brown. Private family services were held.
