She was born 10-14-1932 to Frank and Dortha (Scott) Wall in St. Joe, Arkansas. Frankie will be survived by her daughter, Tarri Shank, her grandsons, Jimmy and Shawn Propst and families.

Jimmy and Christina Propst reside in Washington State with their children, Ariana, Jimmy and Mikey. Jimmy’s family have cared for her for 9 years in Livermore, California and in Washington state. Shawn and Katherine Propst reside in Missouri with their children, Madison, Joey and SJ.

Frankie was married to Dewey Skinner from 1951 until he passed away on June 23, 1995. Shortly after, she met Gerry Rooney and spent many years as his special friend. Her services will by held at: Callaghan Mortuary 3833 East Avenue Livermore, CA 94550 February 4, 2019 at 1pm.
