Neoma was born in Dublin, Texas, on May 22, 1951, to Tommie Barnett and Christine Isbell. She married Edwin Lingle, III, on February 17, 1992, in Stephenville, Texas. Survivors include husband, Edwin Lingle, III; children, Justin Whiteley of De Leon, TTexas, and Kaci Brown of Stephenville, Texas; grandchildren, Blaine Whiteley, Bailey Whiteley, Brice Whiteley, Baylor Whiteley, Sara Rush, and Jadyn Brown; and sisters Irene Bowers of Stephenville, Texas, and Jeanette Lingle of Weatherford, Texas.

Neoma was preceded in death by a granddaughter, Mika Lingle.
