He was born March 11, 1955 at Riverview Hospital in Red Bank. He was the superintendent of the Gable Apartments in Neptune.

Steven’s love for animals was remarkable. He was predeceased by his parents Alan Lawrence Phillips and Judith Karen Rorrer Phillips. He is survived by four brothers Alan and his wife Theresa, David and his wife Barbara, Daniel and his wife Felicia, Timothy and his wife Barbara; his five sisters Virginia Hebert and her husband Thomas, Cathy Demarest and her husband Dave, Karen Schulze and her husband Gary , Janet Gunning and her husband Brian and Nancy Squires and her fiancé Dave ; and many nieces and nephews.

Services will be private. Laurelton Memorial Funeral Home, Brick is in charge of arrangements.
