Frank Frederick Kestner III , age 58 of East Liverpool, OH passed away suddenly March 19, 2019 at the Weirton Medical Center. He was born August 21, 1960 in Steubenville, OH the son of the late Frank Frederick “Windy” Kestner, Jr. and Patricia (Warren) Kestner. Frank loved to be with his family and was a 1979 graduate of Toronto High School.

He was a member of the Laborer’s International Union of North America Local 125 out of Youngstown, OH. Frank leaves behind his son, Zakary Andrew Kestner and daughter, Morgan Nicole Kestner both of East Liverpool, OH; brother, Randall J. (Kerry) Kestner of Perrysburg, OH; sisters, Terri Coulter of Toronto, OH and Karen (Carl) Trifonoff of Powhatan Point, OH. Several nieces and nephews survive.

Visitation for Frank will be held 2-4 & 6-8 Friday March 22nd at the Clarke Funeral Home, 302 Main St., Toronto, OH. A celebration service of Frank’s life will be held 11 A.M. Saturday, March 23rd at the funeral home with Pastor Mark Blakeley officiating, Interment will follow at the Knoxville Cemetery, Knoxville, OH. To send condolences to the family, go to www.
