Jay was born on August 30, 1971 to Jesse Milo Irby and Fannie Margarete Irby (Price). During his life he worked as an occupational physical therapist.

He was preceded in death by his father and an infant great nephew, Holden Walker; He is survived by his mother, 4 sisters, Diana Plumley (Clyde), Darla Taylor (Eric), Dena Irby, Donna Irby; 3 nieces, 3 nephews, and 3 great-nieces and 3 great-nephews. Services will be 3:00 PM, Saturday, May 11, 2019 at Buchanan Funeral Service. In lieu of flowers the family would like for you make donations to Winds House or AIDS Support Program, Inc P.O. Box 12185 Oklahoma City, OK.
