He was born on July 30, 1925 to Leonor Lisboa Cardona and Manuel Rios Roman in San Sebastián, PR. He formerly owned and operated Rios Market in Mullica Hill.

He was predeceased by his wife Carmen Iris Rios, children Manuel Hernandez ,Ruben Rios and Nydia Rios Lopez He is survived by his children, Milagro Ríos Torres(Edelmiro), Ana Rios Pickering(Paul), Iris Doreen Rios, Joe Rios (Pamela), Marilyn Rios Becker, Danny Rios, Josephine Rios Demola (Robert) and Nancy Rios Solina; 29 grandchildren; 55 great grandchildren ,12 great great grandchildren. In lieu of flowers donations can be made in his memory to Vineland Spanish 7th Day Adventist Church 230 West Chestnut Ave. , Vineland , NJ 08360.
