On Sunday, June 24th, 2018, peacefully passed. He is survived by his daughter, Colleen Dillingham; son, Matthew Payne; grandchildren, Emily Dillingham, Sarah Payne, William Dillingham, and Rachel Payne; and brothers, John Payne, and Thomas Payne; and extended family. He was preceded in death by his parents, Howard and Florence Payne; sister, Margaret McConnell; and former wife, Mary F. Payne.

A visitation will be held on Thursday, June 28th at St. Hugh of Grenoble Catholic Church, 135 Crescent Rd. , Greenbelt, MD from 9 AM until Mass at 10:00 A.M. Interment Ft. Lincoln Cemetery, Brentwood, MD.

In lieu of flowers, memorial contributions may be made in his name to the Little Sisters of the Poor, 4200 Harewood Road, NE, Washington, D.C., 20017.
