Born April 28, 1950 in Los Angeles, California, he was the son of the late Emory Grant Culbertson and Mary Pauline Rogers Culbertson. Todd graduated from Principia College in Elsah, Illinois with a BA in History.

He moved to Virginia in 1973 to begin his life in the Commonwealth, first living in Charlottesville doing social work and then moving to Washington, D.C. where he clerked in the Documents Department of the U.S. Congress and was later a staff aid for New York Senator James Buckley. In 1976 Todd moved to Richmond to begin his career of over four decades as a newspaperman, retiring as Editor of the Editorial Page for the Richmond Times-Dispatch. He is survived by his younger brother, Timothy Eric Culbertson and his wife, Mary Elizabeth Gilbert Culbertson; niece, Rebecca Anne Culbertson; and nephew, Benjamin Paul Culbertson.

A funeral service will be held 2 p.m. Friday, January 25, at St. Stephen’s Episcopal Church. In lieu of flowers, memorial contributions may be made to St. Stephen’s Church, 6000 Grove Avenue, Richmond, Va. 23226.
