John was a Master Plumber and self-employed. He is survived, in addition to his wife, by his son John R. Starr, III and his wife Meghan of Elkridge; son Jeffrey Starr and his wife Laura of Windsor Mill; daughter Jennifer Costello and her husband Teddy of Parkville; grandchildren Samantha and Avery Starr and Stella M. Costello; siblings Suzanne Starr of Vancouver, B.C., David Starr of Bowie, Kate Stulman of Towson, Elizabeth Starr of Columbia, Robert Starr of Sykesville and Mary Starr of Towson. Family will receive friends at the Eline Funeral Home, 11824 Reisterstown Road, Reisterstown, MD on Thursday, July 19, 2019 from 3-5 & 7-9pm.
