Rulon is survived by his children, Hayven McCoy Waters, Kenna Precious Waters, Hailey Love Waters, and Kylan Sky Red Feather; and their mother, Heather Red Feather; sister, Marnie (Bill) Waters-Charging; brothers, Loren Waters, Ryan (Bette) Waters, Garrett Waters, Tyler Waters, and Jesse Waters; special nieces, Darris Eagle Bull, Laura Waters, Jennie Waters, Lillian Waters, Lilah Waters, and Labria Waters; special nephews, Jaydon Waters, Dennis Waters, Nolan Waters, and Brett “Bobbles” Waters, Jr.; grandpa, Bud Waters; uncles, Leo (Patty) Eagle Bull, Ryan Eagle Bull, Tom Waters, Lonnie Waters, Wayne Waters, and Forest Waters; and aunts, Sharon Waters and Mona Waters.

Rulon was preceded in death by his great grandparents, Jesse Waters-Good Shield, Lawrence Lamont, Agnes Lamont, Lawrence Toby Eagle Bull, Nada Eagle Bull, and JoAnn Goings-Waters; parents, Clarinda Eagle Bull and Harold Waters; brothers, Branden Waters and Brett Waters; aunts, Jennie Eagle Bull; uncles, George Eagle Bull, Davis Eagle Bull, Lawrence “Babe” Eagle Bull, Lester Waters, Darold George Waters, Darrell Donald Waters, and Morris Eagle Bull; and cousins, Don Lloyd Eagle Bull, Ronald Louie Ferguson, and Misty Waters. Wake Services: One night wake service starting at 3:00 PM, Monday, December 10, 2018 at the Billy Mills Hall in Pine Ridge, SD with evening services starting at 7:00 PM. Funeral Services: 2:00 PM, Tuesday, December 11, 2018 at the Billy Mills Hall in Pine Ridge, SD.
