He was born April 27, 1952 in Oneida, TN, to the late Valto Dobbs and Bertie Phillips Dobbs. In addition to his parents, he was preceded in death by his brother, Billy Ray Reynolds, and infant brother and infant sister; grandparents, Dan and Nanna Mae Dobbs, Princess Phillips and James Calvin Phillips.
