James’ Obituary James F. Allen, age 71, of Millsboro, DE formerly of Bel Air, MD, a retired Baltimore City Employee, passed away peacefully surrounded by his family on Tuesday, January 1, 2019 at his home. He was born in Baltimore, MD on June 4, 1947 son of the late Michael Joseph Allen, Sr. and the late Patricia Ann (Abell) Allen Rosen. Jim proudly served his country in the United States Army during the Vietnam War.

After his service to his country, Jim began his career with the City of Baltimore as an engineering associate with over 40 years of service, before his retirement in 2010. Jim’s love of the water, brought him and his wife, Kitty to the Millsboro area. He loved anything associated with the water: swimming, crabbing, fishing and visiting the area beaches.

Jim also enjoyed hunting, traveling, going on cruises, watching sports and NCIS on the television and socializing with his friends. He will be remembered as a loving husband, father, grandfather, brother, friend and patriot to his country. In addition to his parents, he was preceded in death by a stepfather, Robert Philip Rosen.

Jim is survived by his loving wife of 46 years, Kathleen “Kitty” (Hutson) Allen; three daughters, Jennifer Wallace (Sean) of Germantown, MD, Cindy Allen and Kelly Allen both of York, PA; twin granddaughters, Natalie and Cordelia Wallace; six brothers, Michael J. Allen, Jr., John F. Allen (Karen), Lawrence J. Allen (Phyllis), Christopher L. Allen, Dana B. Allen (Sue) and Mark D. Allen (Julie); a devoted friend, John Burch (Karen); a stepsister, Linda I. Brager (Arnie); a stepbrother, Marc S. Rosen (Laurie) and many nieces and nephews. A funeral service will be held at 2 PM on Saturday, January 5, 2019 at the Long Neck Chapel of Melson Funeral Services, 32013 Long Neck Rd. , Millsboro, DE 19966, where friends and family may call after 1 PM.

Interment will be held privately at the Delaware Veterans Memorial Cemetery in Millsboro, DE. In lieu of flowers, the family suggests memorial contributions in Jim’s name to Paws for Veterans by visiting www. pawsforveterans.com or St. Jude Children’s Research Hospital by visiting www.
