Jeff was born on January 16, 1955 in Three Rivers, California to Dolores Ann Tyler-Bilbrey and Gene Aubrey Bilbrey. First Class Bilbrey was a veteran of the U.S. Army where he was noted for his marksmanship and mechanical abilities. He took up the hobby of making jewelry where he quickly developed the name Ringman.

He created… Read More » beautiful works of art that many were privileged to receive. Jeffrey married Mary Newton and is survived by their 3 children Adam, Crystal, and Simon, as well as many grandchildren, nephews, and nieces. He is also survived by his sister Genny Garmon.

He was preceded in death by his parents, brother Eddie, and sister Kathy, as well as wife Mary. Many became to know Mr. Bilbrey through his adventures on his scooter across town.
