Mr. Neff was born August 18, 1947 in Cleveland, Ohio. He was retired from WalMart and a Baptist.

Survivors include onne daughter, Mary Kennedy of Wake Village, Texas, one son, Scot Neff of Simms, Texas. two sisters and one brother in law, Rosie Johnson of Redwater, Texas, Jeannie and Joe Hadaway of Texarkana, Texas, one granddaughter and one grand son in law, Kayla and Aaron Martin of Ft Worth, Texas, one grandson, Kevin Neff of Geneva, Alabama, one great grandson, Aiden Martin of Ft Worth, Texas and a number of other relatives and friends. Graveside Services will be held at 10:00 A.M. Saturday, March 23, 2019 at Hillcrest Cemetery, Texarkana, Texas with Bro.

Mike Powell officiating. Visitation will be Friday, March 22, 2019 from 6:00 until 8:00 P.M.at the Funeral Home. Interment will be in Hillcrest Cemetery under the direction of Bates Rolf Funeral Home, New Boston, Texas.
