Obituary of Richard Duncan III Richard Edgar Duncan III, 65, passed away on Saturday, September 15, 2018, at his home in Salisbury, MD. Born on August 9, 1953 in Mt. Vernon, NY, he was the son of the late Richard and Carmella Maffeo Duncan.

Richard “Rich” graduated from Mt. Vernon High School in 1971. Upon graduation he began his law enforcement career as a cadet with the City of Mt.

Vernon Police Department and rose through the ranks until his retirement as Captain and Commanding Officer of the Detective Division in 1999. He also attended the FBI National Academy, where he graduated from the 151st Session. Rich was an avid golfer and enjoyed painting, riding his motorcycle, aviation, and modern technology.

He was a member of the St. Francis de Sales Catholic Church in Salisbury. He was also a member of the Green Hill Country Club, Amackassin Club and past president of Police Benevolent Association (Mt. Vernon).

For Rich, family was everything, he was a loving husband and a devoted father. Rich was a beloved member of his law enforcement family and had a reputation for his strength, courage, sharp wit and genuine love for people. He was relentless in his commitment to protecting and serving his community.

Richard is survived by his wife, Barbara Duncan, two daughters, Carissa Davis (Nathan Davis) and Erica Duncan (Harry Slater), four sons, Richard Duncan, Wyatt Duncan, Logan Duncan, and Harrison Duncan as well as two grandsons, Harry Slater and Ethan Slater, and his former spouse Gerry Duncan. He is also survived by his two sisters, Carol Duncan and Diane Totino (Dominic Totino), and two brothers, Robert Duncan (Barbara Duncan) and Richard Herbert (Christina Herbert). A memorial funeral mass will be held on Friday, September 21, 2018, at 11:00 am at St. Francis de Sales Catholic Church, Salisbury.

Interment will be private. A celebration of life will take place in Mount Vernon later this fall, with details still to be determined. In lieu of flowers, expressions of sympathy may be made in Richards honor to St. Jude’s Children Hospital, 501 St Jude Place, Memphis, TN 38105, The Joseph House, 812 Boundary St, Salisbury, MD 21801 or Disabled American Veterans, 3725 Alexandria Pike, Cold Spring, KY 41076.
