Obituary for Mrs. Cleo Carter Billingsley Cleo Carter Billingsley, 78, wife of Jerry Billingsley, of Westminster, passed away Saturday, December 15, 2018, at GHS Cottingham Hospice House. A native of Brasstown, SC, Mrs. Billingsley was the daughter of the late Clarence Carter and Vina Swafford Carter. She retired from Dunlop and after retirement she enjoyed volunteering at the DAR.

Mrs. Billingsley was a member of Toe Spring Baptist Church in Cherokee, NC. In addition to her husband, Mrs. Billingsley is survived by her daughter: Gwen King of Windsor, VA; brother: James Clemson Carter (Shirley) of Brasstown, SC; sisters: Hazel Cain (Dallas) of Westminster, SC, Rose Dickson (Sam) of Westminster, SC and Evelyn Smith Carter of Westminster, SC; five grandchildren: Stephanie Shepherd, Brandi Shepherd, Chris Billingsley, Jonathan Billingsley and Bebe Billingsley; and ten great-grandchildren. In addition to her parents, Mrs. Billingsley was preceded in death by her brothers: Cecil Newton Carter and Clarence Barbara Carter.

A memorial service will be conducted at 10:00 AM, Tuesday, December 18, 2018, at GHS Cottingham Hospice House Chapel. In lieu of flowers memorials may be made to Oconee Hospice of the Foothills, GHS Cottingham Hospice House, Attn: Foundation Office, 298 Memorial Drive, Seneca, SC 29672. The family is at their respective home.
