Nació el 24 de diciembre de 1971, en San Simón Almolongas, Miahauatlán, Daxaca, a Domingo Ríos Pérez y Juana Colmenares García. Se unió en matrimonio con Dominga García.

Herminio trabajaba por cuenta propia y era miembro de la Iglesia Católica.
