Billy Lynn Allen, 84, of Mount Airy, died Friday, June 8, 2018 at the Dove House. Born January 29, 1934 in Kingsport, Tennessee, he was the son of the late Hugh Charles Allen and the stepson of the late Cindy Caldwell Allen. When Billy was seventeen, he joined the Army and served in the Korean War, then after the War, he delivered Moonshine in his local Tennessee Community.

Then in approximately 1958, he moved to Maryland to work for Montgomery County Parks and Planning, where he retired after over 35 years of service. Billy truly enjoyed working at the Parks. He became known at the “Mayor of Monrovia”.

Billy enjoyed as a hobby, buying new Toyota cars and trucks every 5 or 6 months. He is survived by brothers, Randall and Tony Allen and stepsisters Peggy Jarnagin, Betty Johnson and McKenzie Jones. He is also survived by many nieces and nephews and a very good friend Leon John Mican, Jr

He was predeceased by brothers Bobby Joe, Jack, Wayne and Charles Allen. A memorial service will be held on Saturday, June 23, 2018 from 11 a.m. to 12 Noon at Providence United Methodist Church, 3716 Kemptown Church Road, Monrovia, MD 21770. In lieu of flowers, memorial contributions may be made to Carroll Hospice, 292 Stoner Avenue, Westminster, MD 21157.
