Frances was born on March 17, 1962, in Peoria, IL, the daughter of James Weldon and Sharon Fay (Calhoun) Rickard. She enjoyed fishing, mushroom hunting, her chickens, turkeys, and geese, and especially spending time with her grandchildren.

Frances is survived by two children, Tracea McVicker and Mark Skeet Ridgway, both of Kansas City, MO, life partner, Otis Belcher of Bevier, his two children, Allison Zike and her husband Chris of Cairo, MO, and Tiffany Smith and her husband Jason of Bevier, ten grandchildren, one brother, James Weldon Rickard Jr., one sister, Kimberly Quigley of North Las Vegas, NV, and other extended family. She was preceded in death by her parents, one brother, Jeffrey, and one sister, Monica. Private services were held at the Hutton & McElwain Funeral Home in Macon.
