Obituary for Frederick C. Heiges Frederick C. Heiges, 88, died Tuesday, July 24, 2018, at his residence. He was the loving husband of the late Diane (Bufflap) Heiges, to whom he was married 50 years. Born May 25, 1930 in York, he was the son of the late Alvin C. and Beatrice (Frederick) Heiges.
Fred was a 1948 graduate of William Penn Senior High School and was active in football, swimming, tennis, ping pong and politics. He graduated from Shippensburg State Teachers College with majors in English and history. Frederick played football and lettered in varsity tennis.
He graduated from Western Maryland College earning an Ed. M degree with a major in psychology and a minor in counselling. He attended Penn State York and later compiled enough credits for a Doctoral equivalency earning certification requirements for Home-school visitor, psychological examiner, guidance counselor and school psychologist.
During this time, Fred enjoyed selected private work and vocational testing to include complete battery testing for Scotland School, Hershey Boys School, Hoffman Home, Sheltered Workshop, and the York County Mental Health Center. He was affiliated with the office of Vocational Rehabilitation (BVR) and worked as a Psychological examiner for the Disability Determination Division. Fred served in the U.S. Army as a radio operator, basic education instructor, psychometrist and company clerk.
He was employed by the York City School District as a classroom teacher and School Psychologist. He was an acting executive director for the’ Provident Enterprise, Inc., psychological consultant with the American Health Management Corporation, and psychological consultant with the Children’s Developmental Center. At CDC, Fred was involved in the psychological testing of residents, working with staff and setting-up behavioral management plans for each client.
For a brief time, he served as the acting Executive Director of Provident Enterprises, counseling parents and developed in-service programs with staff, nurses, and mental health workers. As a school psychologist with York City, Fred helped initiate, develop and supervise special classes and curriculum for exceptional individuals, consulting with teachers and supervisors about the progress. He prepared individual prescriptions to meet the needs of children in school.
It was also his duty to make appropriate referrals for further diagnostic evaluations e.g., to speech therapists, reading specialists, clinical psychologists and neurologists for further services. He was in position to encourage community support of financial requests for needed psychological services and to encourage state and federal assistance for the development of services. As a Psychologist with the Lincoln Intermediate Unit, a substantial portion of his time was spent in the collaboration, consultation and conference with school personnel on enhancing the learning potential of school-age pupils.
He attempted to advance their social-emotional development, in a clinical setting designed to include psycho diagnostics, short-term counseling, agency-referral, and varied pupil personnel specialists. Fred was later employed by the York office of Employment and Training. This program offered Federally Subsidized Training and Employment.
He was involved in the counseling and assisting individuals with job placement difficulties. The work resolved around the analyzing of job applicants, by assessing job readiness, job interests, aptitudes, skills, and training needs. Fred attempted to solve vocational problems often associated with economically disadvantaged youths and clients who had behavioral problems or vocational adjustment problems.
This interesting work required contact with employers and private/public agencies. As a CETA counselor, he monitored work sites and was involved in in-service aspects. He held State Certifications as a School Psychologist, PA State licensed Psychologist, Guidance counselor, Home-school visitor, mentally retarded/physical handicapped, Learning disabled children and socially-emotionally disturbed children.
He was last employed as a Prison Psychologist with the Camp Hill Correctional Facility. Fred obtained a near-perfect score on the State Civil Service exam for title of Psychological Services Associate Supervisor. He was a finalist for NROTC scholarship (1948).
He is survived by a son, David. At Fred’s request, private services will be held at the convenience of the family. Memorial contributions in Fred’s memory may be made to the Penn State Children’s Hospital.
